Bridging Digital Divide in Mongolia and Vietnam through HEI’s Digital Transformation “DIGITAL MOVE” project aims at implementing Digital transformation within Mongolian and Vietnamese universities through innovative teaching and learning methods and an active engagement with external stakeholders. Taking into account that Digital transformation is a “series of deep and coordinated culture, workforce, and technology shirts”, the DIGITAL MOVE project addresses Digital transformation at four levels: institutional, processes, individuals, and communities. At the institutional level, the project aims to foster institutional reforms including readiness in terms of digital skills and development of modern university services. At the processes and services level, DIGITAL MOVE helps HEIs create and or reinforce specific departments to foster digital education through support for academic staff in digitally enhanced teaching and learning. For individuals, DIGITAL MOVE bridges the digital divide by developing digital soft skills through new learning pathways open to all: staff, students, lifelong learners (including private sector and civil society at large). Moreover, DIGITAL MOVE also aims to impact the communities at local, regional and national levels and pursues this objective by developing activities targeting the society at large and disseminating information, knowledge and good practices through Communities of practices. While it is true that digital transformation represents a great opportunity for our societies, it is also a significant risk of social exclusion. Indeed, the digital divide is already a reality that should be addressed. To tackle this challenge, the DIGITAL MOVE project focuses on bridging the digital divide by enhancing HEI capacities in digital teaching and learning and making HEI main actor of Digital transformation in local, regional and national communities.

ĐẠI HỌC CẦN THƠ THAM GIA DỰ ÁN ERASMUS+ DIGITAL MOVE

Trong bối cảnh chuyển đổi số đang diễn ra mạnh mẽ trên toàn cầu, Đại học Cần Thơ (CTU) là một trong các trường đại học tại Việt Nam tham gia Dự án Erasmus+ “Bridging Digital Divide in Mongolia and Vietnam through HEIs’ Digital Transformation (DIGITAL MOVE)”, một dự án hợp tác quốc tế nhằm thúc đẩy chuyển đổi số trong giáo dục đại học và góp phần thu hẹp khoảng cách số tại Việt Nam và Mông Cổ.

Dự án DIGITAL MOVE được tài trợ bởi Cơ quan Điều hành Giáo dục, Nghe nhìn và Văn hóa (EACEA) của Liên minh châu Âu, trong khuôn khổ chương trình Erasmus+ và được triển khai trong giai đoạn 2023–2026. Dự án hướng đến việc hỗ trợ các cơ sở giáo dục đại học tăng cường năng lực chuyển đổi số, thông qua đổi mới phương pháp dạy và học, phát triển kỹ năng số và mở rộng kết nối với các bên liên quan.

DIGITAL MOVE tiếp cận chuyển đổi số như một quá trình thay đổi đồng bộ và sâu rộng về văn hóa tổ chức, nguồn nhân lực và công nghệ, được triển khai ở bốn cấp độ: thể chế, quy trình, cá nhân, và cộng đồng. Thông qua cách tiếp cận này, dự án không chỉ góp phần nâng cao năng lực nội tại của các trường đại học, mà còn khẳng định vai trò của giáo dục đại học như tác nhân trung tâm trong tiến trình chuyển đổi số ở địa phương, khu vực và quốc gia.

Các hoạt động của dự án DIGITAL MOVE được triển khai thông qua 06 gói công việc (Work Packages), bao gồm:

• WP1 – Quản lý dự án và đảm bảo chất lượng
• WP2 – Xây dựng văn hóa và hạ tầng chuyển đổi số trong các cơ sở giáo dục đại học
• WP3 – Tăng cường sứ mệnh của các trường đại học thông qua chuyển đổi số
• WP4 – Phát triển kỹ năng mềm số cho giảng viên, sinh viên và người học suốt đời
• WP5 – Xây dựng mạng lưới và kết nối
• WP6 – Truyền thông, lan tỏa và khai thác kết quả dự án

Trong khuôn khổ dự án, nhiều kết quả quan trọng được triển khai, bao gồm việc nâng cao năng lực chuyển đổi số cho các trường đại học tham gia; tổ chức các khóa đào tạo dành cho sinh viên, giảng viên, cán bộ quản lý và các bên liên quan; đồng thời xây dựng và công bố các tài liệu hướng dẫn, cẩm nang và báo cáo chính sách về chuyển đổi số trong giáo dục đại học.

Việc tham gia dự án Erasmus+ DIGITAL MOVE góp phần khẳng định vai trò và trách nhiệm của Đại học Cần Thơ trong mạng lưới hợp tác quốc tế, đồng thời thể hiện cam kết của Nhà trường trong việc thúc đẩy chuyển đổi số một cách bền vững, gắn với nâng cao chất lượng đào tạo, quản trị đại học và phục vụ cộng đồng. Thông qua dự án, Đại học Cần Thơ tiếp tục đóng góp tích cực vào mục tiêu xây dựng hệ sinh thái giáo dục đại học hiện đại, bao trùm và thích ứng với yêu cầu của kỷ nguyên số.

CAN THO UNIVERSITY’S PARTICIPATION IN THE ERASMUS+ DIGITAL MOVE PROJECT

In the context of accelerating global digital transformation, Can Tho University (CTU) is one of the Vietnamese higher education institutions participating in the Erasmus+ project “Bridging Digital Divide in Mongolia and Vietnam through HEIs’ Digital Transformation (DIGITAL MOVE)”. The project aims to promote digital transformation in higher education and to contribute to addressing the digital divide in Vietnam and Mongolia.

The DIGITAL MOVE project is funded by the Education, Audiovisual and Culture Executive Agency (EACEA) through the Erasmus+ Program, and is implemented during the 2023–2026 period. The project seeks to strengthen the digital transformation capacity of higher education institutions through innovative teaching and learning approaches, the development of digital skills, and enhanced engagement with relevant stakeholders.

DIGITAL MOVE conceptualizes digital transformation as a deep and coordinated process of change encompassing organizational culture, human resources, and technological infrastructure, and addresses this transformation across four levels: institutional, processes, individuals, and communities. As a full project partner, Can Tho University actively participates in all six Work Packages (WPs) of the project, which include:

• WP1 – Project Management and Quality Assurance
• WP2 – Establishing a Digital Culture and Infrastructure at HEIs
• WP3 – Enhancing the Mission of HEIs through Digital Transformation
• WP4 – Enhancing Digital Soft Skills for Faculty, Students, and Lifelong Learners
• WP5 – Networking and Connectivity
• WP6 – Dissemination and Exploitation of Results

Within the framework of the project, key outcomes include the enhancement of digital transformation capacities at participating institutions; the implementation of training activities for students, academic staff, institutional managers, and relevant stakeholders; and the development and publication of guidelines, handbooks, and policy reports on digital transformation in higher education.

Participation in the Erasmus+ DIGITAL MOVE project further affirms Can Tho University’s role and responsibility within the international cooperation network and demonstrates the University’s commitment to sustainable digital transformation, closely linked to improving the quality of education, university governance, and community engagement.
